The 56-year-old officer worked as Prime Minister Manmohan Singh's private secretary from 2004 to 2008. After working for the World Bank, he returned to the Prime Minister's Office (PMO) in 2012. Subrahmanyam served in the PMO until 2015, when he returned to Chhattisgarh as a principal secretary and then as an Additional Chief Secretary (Home).

As a think tank, it is establishing itself as a cutting-edge resource centre with the knowledge and skills required to act quickly, promote research and innovation, provide strategic policy vision for the government, and deal with unforeseen issues.
