To increase agricultural output and assist farmers in Haryana who fall under the Scheduled Caste (SC) category, the state government has introduced a new scheme that would provide tractors at subsidized prices. Under this scheme, eligible SC farmers can avail themselves of tractors with an engine capacity of 45 horsepower (HP) and above, at a subsidized rate of Rs. 1.0 Lakh per unit.
Application Process and Selection Criteria
Online applications are being welcomed from SC farmers registered on the MFMB (Market Facilitation and Marketing Assistance for Farmers) portal, who also possess land ownership. The selection of beneficiaries will be conducted via a draw of lots overseen by the district-level executive committee, chaired by the respective Deputy Commissioner.

Farmers should not have availed of tractor subsidy benefits from any government scheme in the last five years.

Tractors cannot be sold before the completion of five years from the date of purchase.

Guidelines for 2023-24

Online applications will be accepted on the department portal, with a 15-day window provided for submission.

Extensive publicity regarding the scheme will be undertaken by District Development Authorities (DDAs) and Assistant Agriculture Extension Officers (AAEs) across their respective districts.

Eligible SC farmers, owning agricultural land and registered on the MFMB portal, who have not previously benefited from tractor subsidies in the past five years, are encouraged to apply.

District-wise targets will be established based on the data available on the MFMB portal, including the registration of SC farmers and the number of applications received.

In cases where applications exceed the allotted target, beneficiaries will be selected via a draw of lots conducted by the district-level executive committee.

Selected farmers must submit the necessary documents for verification within the stipulated timeframe. Upon successful verification, an online permit will be issued to facilitate the purchase.

Approved manufacturers with valid test reports will be automatically empanelled. Farmers will have the flexibility to purchase tractors from any registered manufacturer after fulfilling the necessary criteria.

Upon purchase, dealers/manufacturers are required to upload relevant documents and photos on the department portal for authentication.

Provisions are in place to prevent the transfer or sale of tractors for five years, with stringent verification processes enforced.

Details submitted by dealers will be verified by the concerned manufacturer through their portal login.

Physical verification of tractors will be conducted by a committee designated by the district-level executive committee.

Upon successful verification, subsidies will be directly deposited into the respective farmer's bank account.
